Terri Gilbert is the Director of Service Innovation for the Child and Adolescent Data Lab. Gilbert completed her Master of Social Work degree at the University of Michigan. Gilbert has extensive experience in public and private sector leadership positions, previously serving as the Director of the Child Welfare Improvement Bureau and the Director of Child Welfare Funding and Juvenile Programs for the State of Michigan. Gilbert’s experience spans the service array from child welfare and juvenile justice to mental health, adult foster care, and workforce training and development. Gilbert has focused on turning around failing programs, creating and implementing new programs and working toward a statewide juvenile justice reform agenda. In these leadership positions, Gilbert has relied on program and financial data to make informed decisions regarding the development of public policy, program improvement and program development.
